There has been a huge amount of construction on Provo's north end along University Ave and the river-bottoms. A lot of mixed use development,McMansions, "and I mean Big Mansions." The tower you're talking about would be at the mouth of Provo Canyon.
While there are new multi-level office towers going up there,I seem to remember a ruling against anything over a certain height. We ought to look into it .
