wrabbit, you're thinking of the Ameritrust Center (1198 feet, located one block north of the Terminal Tower - lower left of the image), basically in the center of the CBD:



The Ameritrust site was cleared but right at that time, Society Bank acquired Ameritrust and a few years later merged with KeyBank.

The Progressive Center was planned for the northeasternmost site of the 1903 Group Plan designed by Daniel Burnham, adjacent to Cleveland City Hall. The Burnham Group Plan was all about low-rise neo-classical buildings lining a grand greenspace - something like the Mall in Washington, DC. So to see an 858 foot Gehry tower placed at such an oddball site would have been cool, but odd, but cool, but... you get the idea.
