I wouldn't call Glenview a "major American city". It's a sleepy burb 20 miles outside of Chicago.
We have rail lines spidering out all over the burbs from the hub of Chicago. Thousands of street crossings. We're supposed to tunnel or bridge over all of them? Maybe a few key arterials could use that. But it's simply not an efficient use of time, labor or environmental impact to do so. At grade crossings are how the railroads were built. And that's how they're going to stay, for this century at least.
