Couch surfing at a friend's place is considered homeless. Anyone without stable housing is homeless. The vast majority of homeless fall into this. Something like 80-90% of homeless not living on the street. What you're referring to is "unsheltered homelessness". It's important to understand the difference because one often leads to the other in cases where there isn't support.
