I'm guessing that design is two square/rectangular wings connected at the central core, not an 'L'. The north side being more or less mirrored of what is shown on the south with the Customs building on the north corner largely intact. I doubt losing the Public Building will cause anyone to lose sleep especially since the streetscape there drastically needs the improvement. Hopefully they are serious about removing the overpass to Granville Square.
As for those balconies, that's probably just a modeling mistake copying the one from the 2nd floor to those above.
