Maybe part of the deal with SJ to develop Long Wharf would be a refurbishment of Lower Cove (plus extension of it over the sugar refinery site) into a more active piece of port infrastructure. It would not be too difficult to reconnect rail access to it.
I noticed on Port Saint John's website that DP World's property has been extended to the old pier between AIM and the ferry terminal, so maybe there are plans for that site
