We went to Whitehorse in March to watch the aurora, and one day we were there we drove down to Skagway. It's deader than a doornail in the winter, but you can see that it's basically just a big tourist trap. I will say, though, that the drive between Carcross and Skagway over the White Pass was spectacular - the White Pass and Yukon Railway excursion would be well worth the trip IMHO.
