The lot on this block is $16 a day for parking and is generally pretty full on weekdays - It's quite profitable as is. I imagine they have other properties with lower profit margins they are prioritizing.
Just saying, but a large municipal parking garage downtown may just attract enough demand away from private lots like this to encourage them to develop..
