Hamilton has never really been a major centre for office employment - there is probably more office space in Burlington than in Hamilton.

What Hamilton should focus on is drawing a lot of the offices in Burlington westward into the city. There isn't a ton of major employers in the suburban areas of Hamilton as it is, they are mostly across the Skyway.

Pulling L3Harris from Aldershot up to Waterdown was a huge win for the City's tax base - if not the downtown.

Unfortunately a lot of office space in Halton is occupied by engineering and advanced manufacturing companies like L3Harris, which simply do not like urban office spaces and see the lowest rates of urban office uptake as office tenants. Even in Toronto most of these tenants are out in the suburbs.

Notwithstanding that, there are still lots of tenants in Burlington that could be poached. The city just has to sell the downtown for these tenants - ensure adequate access (i.e. parking, GO access), ensure good amenities, competive lease rates, etc. Downtown Hamilton has struggled due to it's "unclean" image for a long time, that's changing now. I suspect we may see more tenants start to flow downtown again as the city continues to evolve.
