what? Is this supposed to be a sarcastic remark in relation to the height limit or something?
In this case, CMHC has funding mechanisms for privately developed affordable housing. Indwell takes advantage of these, for example.
There is potential that the developer here saw it as more profitable to use the CHMC grants and make this affordable housing than it was to put the units to market.
