Phase II would sell with the residential, so IDK why the wait. Would just be a pity if they allocate time to this casino and miss out on getting the Phase II up and running (considering the elected officials might not even go with it, the risk).

I would think their casino proposal is only for the commercial tower portion of phase 2 since they said it wouldn't change their original residential and school commitment
