Way too much commercial space, and retail... Richmond already has an absurd amount of retail space, they don't need all of this. I like some mix of retail, restaurants, and the marina and convention centre are great. But should also be a lot of residential mixed in, going in with no residential seems odd. I know it's probably a zoning thing, but for a development of this scope, there's so much planning involvement that I'm sure they would approve a variance to allow it
