Why does it look worse?
Let's not get hasty here. Annapolis has a long hill to climb to win this case. All it's won is the right to a trial, to try to prove its case.
The SCC decision says absolutely nothing about the merits of Annapolis's position or whether HRM council acted wrongly. It had nothing to do with that.
