Some kind of water or light show should be mandatory. But when it comes to a major casino in Manhattan, really only two places make sense - Times Square, and the Hudson Yards. When you break it down to practicality, then it’s just the Hudson Yards.

The proposal at 1515 Broadway won’t really offer the large floors I think you need. It’s right in the middle of Times Square, which already has overcrowding, and doesn’t need a draw, especially being the heart of the theater district. It would be a nice location for a secondary casino. But even though you will find New Yorkers in Times Square, many NYers try to avoid it completely. So you’re already cutting off some customers. Not that you would have any room to accomodate them in a cramped Times Square casino.

The blank slate of the Hudson Yards, which is like a new Times Square minus the lights, offers room for both larger floors and a distinctive casino destination. You want waterfalls, you got it. I also feel Coney Island, which was really the first of this kind of thing, should get one.
