As much as Stewart is really doing nothing (or at least directing city staff) to move this issue closer to some sort of a resolution. If the police start arresting people, the crown also has to do it's part. Eby is the Minister of the Attorney General and Minister responsible for Housing. He holds a lot of responsibility in this mess as well and no one is really going at him or challenging him on this record.
