It's just decorative.
IIRC David Pontarini mentioned that some of the decorative
whimsy at
The Well was a
quiet homage to modern London architecture generally, and possibly
Norman Foster specifically (HSBC Hong Kong etc.).
The external stairs running up the office tower's north elevation are a much
louder homage... but I just can't remember what building has a very similar feature lol.
