I might be a bit wrong, but since Seattle House and this site are close to each other, Onni, the developer for this project cannot start until Seattle House is around the above-ground portion. Concord Pacific is developing Seattle House, while Onni is developing this. Both are based in Canada. Permits are slowly going through though and it looks like this one will resume shortly after Seattle House settles their stuff. Most info on this debacle is on ssc:
