NEW DELHI: India's top oil explorer ONGC and its partners will invest USD 6.2 billion (Rs 50,000 crore) in green energy projects to produce carbon-free hydrogen and green ammonia as part of an ambitious decarbonization drive, officials said.
State-owned Oil and Natural Gas Corporation (ONGC) has signed a pact with Greenko, one of India's largest renewable energy companies, to form a 50:50 joint venture for green energy projects.
The JV will set up 5.5-7 gigawatts (GW) of solar and wind power projects, and use electricity generated from such plants to split water in an electrolyzer to produce green hydrogen, which in turn would be used for manufacturing green ammonia, they said.
The renewable plants together with Greenko's pump storage power generation system will give 1.4 GW of round-the-clock (RTC) electricity that would be used to produce 0.18 million tonne of green hydrogen per annum (about 20 kg per hour).
This hydrogen will be mixed with nitrogen to produce 1 million tonne per annum of green ammonia, which in the initial years will be exported to Europe, Japan and Korea and used within the country when the market develops, they said.
Officials said the renewable energy component of the chain would cost about USD 5 billion while the hydrogen and ammonia plant will cost USD 1.2 billion.
ONGC is looking to set up the hydrogen and ammonia plants, which are likely to start production in 2026, on the west coast, preferably near Mangalore, where it has an oil refinery.
In case the land is not available, the project may shift to Gujarat, they said.

Four of them have been cleared for investment by the State High-Level Committee and three are at the MoU stage,” he said.
Reddy further elaborated that the total investment size (in green hydrogen) is expected to be around Rs 1.5 lakh crore. The investors have sought proximity to the Mangaluru port because they will convert green hydrogen to green ammonia and export it.
“The land requirement for setting up a green hydrogen plant is around 100 to 300 acres. Their main requirement is that they should have a regular supply of solar and wind energy for which they will set up renewable energy units across the state. The green energy will be transmitted to the hydrogen plants at Mangaluru through the transmission lines of Karnataka Power Transmission Corporation Ltd or/and Power Grid Corporation of India Limited,” he said.

Of the total investment made at the event of Rs 9.81 lakh crore, nearly one-third was earmarked for green hydrogen, with nine green hydrogen production proposals worth Rs 2.86 lakh crore received. The state government is setting up India’s first green hydrogen cluster in Mangalore to increase the state’s share in the country’s total green hydrogen exports.
Reasons for choosing Mangalore
As for why Mangalore is considered for green hydrogen projects, firstly the availability of water and the presence of a port in Mangalore makes it a preferred location for these plants, explains Doddabasavaraju, Managing Director of Karnataka Udyog Mitra. Also about 220 acres of land and infrastructure are available in Mangalore under Special Economic Zone (MSEZ). Thus, Doddabasavaraju says that Mangalore is being chosen due to these factors.
Mainly meeting the land requirement for a cluster is a challenge, but individual plant proposals are in the range of 200-300 acres each. Thus, Doddabasavaraju says that new projects are currently looking at the need for at least 80-100 acres to set up a plant and start operations.

Many of the proposals received by Karnataka pertain to setting up electrolyser plants in the Mangalore region and storing the hydrogen produced in the form of ammonia. This is because storing hydrogen, which is the lightest element, as liquid or gas requires high pressure and extremely low temperatures. Liquid ammonia can be stored at -33°C.
“All these projects that have come are looking at exporting hydrogen,” said Gunjan Krishna, Karnataka’s commissioner for industrial development, at a recent press conference. Water availability and the presence of a port in Mangalore makes it a preferred location for these plants, explains Doddabasavaraju, managing director of Karnataka Udyog Mitra, the single-window agency for industrial project approvals. Besides, the added attraction is that about 220 acres of land and infrastructure is available under the Mangalore Special Economic Zone (MSEZ).
