what was needed for the first made it a compromise from day for the second.
that compromise is the horizontal distance from the edge of the field to the edge of the stands. from my perspective, the best way to address that is to drop the field and add another level of grandstand below the existing one. from a construction perspective it could be as simple as a tiered slab on grade to bolt new seating onto.
the lower two tiers would be both more intimate and appropriate for cfl games; the new lower tier would cater well to soccer and all three could be used for concerts or grey cups or special events with potentially the largest capacity in the country vaulting us over olympic stadium in montreal.
for concerts, the additional tier would be better than the on-field seating that now gets added in for them with less set up and break time and better sight lines. there would also be more ability to contain sound within the stadium as speakers etc. could be hung lower.
it would also be interesting to see some wind studies done to see if the revised configuration would provide better protection for both fans and players.

Absolutely Agree. The stadium right now is set up optimally for track and field which makes it less than ideal for so many events. Digging down would be an instant massive boost to the experience for 99% of events at Commonwealth.
