This may only be kitty-corner but I imagine an underground stream could be a very localized issue that presents some mitigation challenges for specific sites. Doesn't make them insurmountable though.

But I think the Connolly delays are really something other than that. I wonder if Hue just doesn't place much importance on this, or that they're actually hoping to flip the site for a profit without the rigmarole of incorporating the church frontage. Perhaps they're not on solid financial footing.
