Not quite. They actually altered the North Shore Central subdistrict of the Waterfront Overlay to build those buildings. The NSC requires a 70 degree setback angle above a basewall of 45 feet. They carved out the City Hall subdistrict from NSC and altered the setback language to allow 120 feet maximum OR the setback from the basewall. City Hall is actually as diminutive as it is because Computer Sciences Corporation (the original owners that sold to Silicon Labs) didn't want it overpowering the views of their building campus. Block 21 (W / ACL) was originally going to be a third CSC building, but CSC scaled down their plans and the City bought back the ground lease for Block 21.
