My guesses would be:
1. Sheer volume of rock required. AFAIK, they’re not doing a lot of rock removal, so balancing cut and fill means that they would have to bring in fill.
2. Environmental issues with the lakes/rivers. Dumping a pile of fill may result in fill ending up in the water (due to slopes required) which is no bueno, especially in a national park.
Again, these are guesses.
