If I'm not mistaken, the tower element is actually office and the 5 story element is multifamily (based on the elevation notes and balconies on the 5 story portion). The Runa proposal wasn't selected because it didn't include a multifamily element, something that was desired by the client but not expressly noted during the competition process.
