That's a dangerously wrong assumption that the American weakness was all about its military.

Additionally, I wouldn't trust some Stockholm Peace Institute's number gathering prowess especially with countries like Russia and China. Are you certain that they are truthful and forthcoming with their expenditures? I think not.
