The city does typically take a deposit before issuing permits that allows them to clean up a site if it remains incomplete, which is then refunded upon project completion, however this is very, very rarely used and typically only done in an extreme situation where the developer repeatedly shows it's not willing or capable of completing the project.
There are sites I've seen in Ontario where municipalities let abandoned construction sites sit for almost a decade without using these funds to clean it up.
