I mean all they would do is sell the property in that case. They're clearly having funding issues, so fining them would just mean they'd be in an impossible spot and have to sell.

The Connolly and Tivoli where nothing even got started though should definitely face penalties. They received special exemptions and city help, and then left the property to rot. Sell it to a developer that can complete the project.

This project is halfway built though. If I purchased in this development I'd be furious.
