I don't think it's true that it's significantly more expensive to dig for parking in Austin. Austin just needs a lot more parking because it's a very car dependent city.
For your second question, I assume you don't live here? Street parking is not viable at all. It's very difficult to find a spot and you have to feed meters, which despite being under priced are still pretty expensive if you are paying it day in day out. I lived downtown 10 years ago when parking was much easier to find and meters didn't run very late. Even then relying on street parking would have been a real pain that involved many tickets. I can't imagine what that'd be like these days.
