Might required for safety to ensure the walls don't collapse in. I also know that shoring has a lifespan, beyond which it could fail, you typically want the shoring to be done and foundation to hold back dirt done soon after.

Looking at this propertys permitting, it doesn't even look like they have an excavation and shoring permit under review.
