It is pathetic, and embarrassing. I have said it several times, but the city should never have proceeded with the City Square Plaza until they replaced the downtown sidewalks, and re-did the pavers on the Scarth Street Mall. (yeah, I know it's the Frederick W. Hill Mall, but I could care less).

I think instead of Pat's Patio or whatever it's called now, they should have redone all of Scarth and maybe even closed the 1900 block of Scarth to traffic and put more pavers there too. You could have more outdoor patio seating outside of restaurants and use the space for food trucks/farmer's market in the summer.
