I was a kid living in Midland when the tower was being built. Two things I remember distinctly. One, during construction, while raising the top house, some of the cables snapped and the top house became wedged, tilted, about 3/4 of the way up. They got it up, of course, but I believe it wasn't ready for the official opening of Hemisfair.
The second thing I remember is a TV commercial for the Fair used multiple photos of the tower's construction to create a sort of time lapse effect. I mistakenly thought it meant the top house went up and down. I was so disappointed when I found out otherwise. Also, we didn't go to the Fair. I blame my dad.
