You could be right, or they could have mistaken the maximum for the final height. I say that because none of the renderings have ever shown a 1650 footer, but rather a 1500 footer, maybe 1550. Some of the parapet extensions beyond to "top of crown" height of 1486 would be about that. So maybe this was it all along
