A billion dollars!? That seems a little steep. I thought a refurbishment to go along with cutting out the centre of the building and replacing it with an atrium and converting the building into office/residential would be $250-$300 million total.
Would it not be feasible for a private developer to pump a few hundred million into a conversion if the province, city and federal government allocated $25 million each to the project?
