I think that you VASTLY underestimate the sheer volume of parking lots and otherwise empty lots throughout the inner core, still. Preserving neighborhoods shifts the focus and concentrates development back to where it makes sense.

This might be a shock to you, but you can already totally redevelop those properties. That's widely understood.
