Economics 101 re-revised:
Recessions are a good time to spend extra... on things that give back, like an entire new SkyTrain line to Langley/UBC/North Van. One extra pedestrian tunnel more or less isn't going to make a lick of difference to the economy or community, not unless the existing entrance overflows or enough people are wasting enough time, and neither will happen between now and 2040.
