My opinion for years has been that the very first thing to do is address the Official inequality (Inequality of legal Status in this country) by terminating the apartheid and finally evolving into a less 19th century and more 20th century situation, one where "a Canadian is a Canadian is a Canadian". So, yeah, I'm all for addressing the inequalities first. When everyone's legally equal, then we can look at what's the second step.
