Because of lockdown in initial phase disease did not spread except in regions/states were administration was not alert enough to face the crisis. Karnataka is suffering now mainly due to mismanagement in other states during lockdown to curb the virus.
Another factor is preparedness of India to face Covid-19. India has now better healthcare facility & healthcare equipment manufacturing facility to face Covid-19 compared to what it had during lockdown period. But it is true that Udupi is still ill equipped to face this much of migrant influx. It needs either lockdown or slow return of migrants. We opted for the second option to provide relief to lakhs of poor workers who suffer from income loss. We have inconvenienced a few migrant population because of this. We can blame the state government for its partisan attitude and inadequate healthcare facilities in coastal districts to fight against Covid-19. Karnataka's own mismanagement in creating adequate infrastructure in other regions while having surplus infrastructure in the parched city also has contribted to our woes.
As I posted earlier the argument of maintaining federal governance architecture of India looks good in a political language. India never had such a liberal federal architecture. Many restricted regions are still there including Lakhshadweep, Andaman & Nicobar and a few North Eastern states. Anyway we will discuss how a federation can protect its local cultures from global onslaught while discussing localization x globalization.
