I was thinking about the many transit related developments going up in midtown east, many with direct connections to the new LIRR terminal at Grand Central, and it occured to me that this tower will have to be demolished in the near term. The new terminal entrance here will need to open by 2023. The building itself won't need to be complete, but that entrance will need to be in service. Seems to me this tower will likely be built on spec, as they need to get the process moving.

Also, Madison Avenue is becoming the face of the new Midtown East, maybe even more so than Park Avenue. These are the projected and potential sites from the 2017 rezoning. Other sites that weren't considered at the time will pop up.
