I'd bet that phase 2 is scrapped and as shown in the rendering, it will be a surface park lot with some common space, well landscaped and maybe even a splash pad area. Something visually appealing to draw people to the location. Co-living is still an unproven concept in PHX but time will tell.

It's not a big deal. Rarely do second phases start in this city right after the first. Really only the Link has set that precedent recently. I'm not concerned. Either they do really well and build a taller phase 2, or they do poorly and sell off the vacant land to another developer who eventually builds something taller. No biggie.
