Link? I don't recall anybody suggesting that. All the comments that reference the funding have noted that all the NEFC projects will contribute to the package of changes to the area, including removing the viaducts, replacing them, moving the utilities and building the new park and non-market housing (as well as childcare, skating rink etc. etc).
