Passengers should only be asked to leave the plane if they are clearly a threat, in some way, to other passengers and if the flight crew decides they're ill-prepared to manage the situation.

It's not that uncommon to remove passengers who show symptoms of illness prior to takeoff. Whether this family should have been bounced, I couldn't say.
