Unless they dedicate an actual street lane (permit) full time between certain hours for trucks/logistics. Than yeah, it could. Depends on the parcel from what I've seen in my neck of the woods, possibly its the same for LA.

Wilshire going through Westwood is a nightmare most of the time; construction only makes matters worse.
