Developers can definitely afford it. I think a lot of us are currently taking a wait and see approach to how the LRT starts to shake up (when and if it does), and if the market will get to a better place in the near future. We're starting to see positive trends with the market, but analysis over a longer stretch is needed before making these large investments.
