They will get a lot more interest (easier to finance) and can develop incrementally instead of having one consortium in charge for decades.
I think this would be a better option for gaining interest in developers and it might produce an end-product that is more 'natural' than a mass development with a single vision. Do you think they could parcel it out and have a number of developers building at the same time?
