Apparently there's some talks happening behind the scenes for Houston, and there's been some recent rumblings in Portland as well.

If there are groups that are interested in keeping them in Ottawa, then they probably won't interfere - but they're not going to bend over backwards to ensure the team doesn't relocate if there's difficulty in finding someone to keep them there. Hockey history means nothing to the BOG - it's all about money... and in their minds, they're all about growing the game in the US to try to compete with the other leagues - as futile as that might be.
