Not sure how many people it would account for but you could definitely see private boats driving to the game to tailgate in similar manner, much like they do if there's fireworks or a big concert at Alderney or something.

I used to live in Fort Lauderdale and they have an annual Holiday Boat Parade that attracts massive audience - many arrive by land but the best way is to arrive is by boat and tie up along the intracoastal - I have been lucky enough to have been on 2 different boats - could be a real attraction for football games in Halifax
