Every day the morning TV broadcasts are all 30 minute bulletins from offshore broadcasters (i.e RAI for Italian, TF1 for French, CCTV for Chinese, HRT for Croatian etc)... in short, there's many different languages on bog-standard free-to-air broadcast TV (and has been since the 70s) which would help in retention of LOTE in everyone's homes.
edit: LOTE = Languages Other Than English (term is used group foreign languages taught in schools).

Canada does not have a public "ethnic" broadcaster like SBS, but has had quite a bit of private media (radio and TV) in non-official languages for many decades, based both in Toronto and Montreal, and accessible by communities in other cities like Ottawa, Hamilton, etc. These media offer stuff from the old country as well content produced in Canada in immigrant languages.
I am not sure if this has anything significant to do with language retention, though.
