It's not as simple as poor or rich.
Poor immigrants are far, far less likely to commit violent crime and be involved in gangland drug trade than lower income people from minority communities who became Americanized or were born in America.
It's a simple fact that the "American way of thinking" (I want an easy life, I want to enjoy myself and get rich quick, and I don't want to take shit from nobody) doesn't work as well if you're poor. It has a much higher likelihood of landing you in trouble.
Chicago has lately had far less immigration, while immigration in droves continues in New York City. I'd love to see that change (and I think it can and potentially will), but the powers that be don't seem that interested in marketing Chicago more aggressively to international markets.
