There are likely a couple of issues here no doubt.
There has been significant barriers to entry into the elevator trade for the past while. It's getting better but up until recently it was nearly impossible for an individual to get into that business without some sort of relationship or background to facilitate the entry. Also, systems are becoming technologically advanced faster than the techs can learn about them.
Having said that, I'd be curious to see what sort of contract the board had with the elevator company. Elevator contracts come in all kinds of different shapes & sizes. Condo boards and managers are notoriously cheap and ill equipped to manage these types of contracts, if they are not paying for a certain service level they will not get it.
