Now that the American-Statesman has changed hands, I guess now they're charging to park in their parking lot. Anyway, their page mentioning that on their website had an aerial photo showing downtown back when the Frost Bank Tower was under construction.

Look at the west side of downtown.
You can see City Hall under construction. The crane in the background on the left side is for Austin City Lofts. This view doesn't show it, but the Hilton was also under construction when this photo was taken.
