It's methamphetamine now. It's widespread and cheap and most "street" people are doing it. In fact it's almost an epidemic, especially amongst the homeless and the poor. One of the reasons you see beggars at every corner now. I wish the city would enforce its own bylaws. Looks terrible to tourists/visitors.
